The Paperwork Reduction Act of 1995 requires agencies to publish proposed information collections in the Federal Register for public comment before an agency can use the process (generally a form) to collect information from the public. As required by the Paperwork Reduction Act, this notice provides 60 days for public comment on the revision of the existing form. The proposed revisions pertain to an ATF address and changes to demographic questions consistent with government-wide guidance from the Office of Management and Budget (OMB). This notice pertains to the form that must be completed and submitted to ATF by certain categories of persons that are prohibited from shipping, transporting, receiving or possessing explosives when applying for relief from their disabilities. The application form is the basis for ATF investigating the merits of an applicant to have his/her rights restored, including if it is likely that the applicant will act in a manner dangerous to public safety or contrary to public interest.
