This presentation provides a history of the implementation of the Safe Explosives Act, the intention of the legislation and the authority of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to regulate the storage of explosives, above ground or underground. This final rule implements certain provisions of the Antiterrorism and Effective Death Penalty Act of 1996 (Pub. L. 104-132). These regulations implement the law by requiring detection agents for plastic explosives. Storage of Shock Tube with Detonators - The Department of Justice is amending the regulations of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) by allowing shock tube to be stored with detonators because these materials when stored together do not pose a mass detonation hazard. Shock tube is a small diameter plastic laminate tube coated with a very thin layer of explosive material. When initiated, it transmits a low energy wave from one point to another. The outer surface of the tube remains intact during and after functioning. | Explosives | Report |
