Purpose: 
The Paperwork Reduction Act of 1995 requires agencies to publish proposed information collections in the Federal Register for public comment before an agency can use the process, generally a form, to collect information from the public. This proposed information collection form was previously published in the Federal Register July 1, 2014. Consistent with the Paperwork Reduction Act, this notice provides an additional 30 days for additional public comment on the forms. The forms describe proposed revisions that include an ATF address change and changes to demographic questions consistent with government-wide guidance from the Office of Management and Budget (OMB). This form applies only to certain categories of persons that are prohibited from shipping, transporting, receiving or possessing explosives when applying for relief from their disabilities. The application form is the basis for ATF investigating the merits of an applicant to have his/her rights restored, including if it is likely that the applicant will act in a manner dangerous to public safety or contrary to public interest.
